Spirit Fund Dashboard

The Winnebago County Board of Supervisors established the American Rescue Plan Act (ARPA) Strategy and Outcomes Commission to oversee the county's share of the $350 billion allocated by the federal government to support state and local governments. As part of their efforts, the commission has launched the Winnebago County Spirit Fund Dashboard to track how these funds are spent.

The Spirit Fund Dashboard, created by Winnebago County Geographic Information Systems (GIS) staff and updated by the Winnebago County Executive's Office, is an interactive and sortable tool that allows county board members and the public to track the location and progress of project requests submitted by local agencies and municipalities across Winnebago County. These projects, totaling in the tens of millions of dollars, aim to ease the burdens caused or amplified by the ongoing pandemic and make the community more resilient in facing future challenges.

The commission, made up of community members and board members with expertise in nonprofit management, finance, construction, and good governance, received project requests for a wide range of initiatives. These include park upgrades to promote outdoor activity, technology upgrades for improved access to mental health resources, building remodels for increased food distribution capacity, and access to addiction recovery services, to highlight a few.

After reviewing these requests and combining related projects, the commission made allocation recommendations to the Winnebago County Board of Supervisors. The Spirit Fund Dashboard provides transparency on where projects are located within the county and progress towards completion.
