Partners in Parenting--Parent Education Program

  • Cost to attend is $20/parent.  
  • Payment is expected at the time of check-in.  
  • We can accept cash (please bring exact change), check or money order made payable to Winnebago County at the door.  Payments by credit/debit card can be accepted at the time of class, but must be processed in the Clerk of Courts Office.  Please check in to class first to receive an invoice, as the Clerk will need this to process your payment.
    • There is an ATM located on the 1st floor of the courthouse, however, please note a fee is charged to withdraw money.
  • If you are unable to pay in full at the time of check-in, you will receive an invoice and payment is expected within 30 days.  Payment should remitted to:

 
Mediation and Custody Study Fee Schedule

  • Mediation Fees:
    • First mediation session is free of charge.
    • Flat rate of $150/parent is charged for second and all subsequent sessions until the file is closed.  Pre-payment of this fee is not required.  Billing occurs after the file is closed and all services rendered.
    • Payment is due within 30 days of receiving your invoice.  If you need a payment plan, you must contact the Clerk of Courts Office to arrange this within 30 days of receiving your invoice.  
    • Payments may be made in person or mailed (DO NOT MAIL CASH) to:
    • THIS FEE STRUCTURE APPLIES ANY TIME A FILE IS OPENED OR RE-OPENED TO THE OFFICE OF FAMILY COURT SERVICES.
  • Custody Study Fees:
    • A retainer fee of $525/parent is expected within 30 days of the date the court orders the study unless you have applied for and have been granted a fee waiver within this 30-day timeframe.  (See below for fee waiver process).
    • Parents are billed for all work completed on the file at the rate of $50/hour. 
    • Final billing is invoiced when the study is completed and filed with the court.  If the amount of work completed does not exceed the retainer fee, any unused portion will be returned to the parent.  If the work completed exceeds the initial retainer fee, the final billing statement will reflect the total amount due, minus any portion of the retainer fee that was paid during the study process.
    • Parents will be billed the cost of obtaining records from collateral sources, if any cost is incurred and paid by the Office of Family Court Services during the study process.  This will be included in the final billing.
    • Payment is expected within 30 days of receiving your final billing.  If you need a payment plan, you must contact the Clerk of Courts Office to arrange this within 30 days of receiving your final billing statement.

FEE WAIVER PROCESS:


If you feel your income may qualify you to have your mediation or study fees waived, you may apply for a fee waiver by filling out a waiver form and returning it to the Office of Family Court Services.  You must provide proof of income with the fee waiver from and your signature on the form must be notarized.

  • Staff at the Office of Family Court Services can notarize signatures.  Please refer to the home page for staff availability for walk in service hours or call ahead to ensure staff availability.  YOU MUST BRING A PHOTO ID in order for us to notarize your signature.
  • Incomplete forms (ie: not having your signature notarized, failure to provide required proof of income) may result in your fee waiver form being rejected.  

Mediation Fee Waivers:

  • Mediation fee waivers may be turned in any time during the mediation process, but no later than 2 weeks after your mediation file closes. 
  • A new fee waiver form must be completed each time a mediation file is re-opened if a parent attends two or more sessions.

Custody Study Fee Waivers:

  • Custody Study Fee waivers must be turned in within the first 30 days after a study is ordered.  The form is provided in the introduction packet.
  • If a 50% waiver of the fee is granted, no payment toward the retainer fee is expected.  Instead, payment may be delayed until the final billing is processed.  If no waiver is granted, payment of the retainer fee is expected promptly after the denial is received.
  • A fee waiver form must be submitted even if a parent was involved in mediation and a fee waiver granted during the mediation process.
