Environmental Health staff is available to consult with Winnebago County residents about water sample results, water supply safety, water quality and water treatment concerns.   
 

Private Well Owners

Private well systems are not regulated like systems that serve the public. Well owners can ensure the safety of their drinking water by conducting regular maintenance and sampling for their well. Winnebago County well owners should test annually for:

Funding and Cost Sharing Opportunities for Wells

  • Wisconsin Well Testing Access Program (WellTAP) - Provides no cost testing to private well users who have financial or other burdens that prevent testing on their own. This program is for people who are pregnant, children 12 and under, and people who are immunocompromised. Contact us at (920) 232-3000 to see if you qualify.
  • Wisconsin DNR Well Compensation and Abandonment Grants - Provides funding to support the replacement, reconstruction, treatment or abandonment of contaminated private wells. This grant program currently has expanded eligibilities through August of 2025 thru funding from the American Rescue Plan Act. After this funding is depleted, this grant funding will be eligible to those who qualify under the original statutory program.
  • Winnebago County Well Abandonment Cost Share Program - Provides 50-70% cost sharing (up to $1,000) of the cost to seal an abandoned well through the County Water Quality Improvement Program.  For more information, contact Winnebago County Land and Water Conservation at (920)232-1950.

Public Well Owners

Winnebago County Public Health is contracted through the Wisconsin DNR to inspect and sample Transient Non-Community Wells. These water well systems serve at least 25 people at least 60 days per year, but not the same 25 people over 6 months of the year. Such systems include: churches, hotels, gas stations, supper clubs, taverns, parks, etc. These wells are inspected and sampled annually to ensure safe water is being supplied to the public at these locations. Municipal Drinking Water Reports

All community water utilities are required to provide customers with a Consumer Confidence report by July 1 of each year. If you did not get a report or for more water quality data, contact your water system:
